Typically when the LED or "TALK" on the handset stays steady with no dial tone, this means the handset and the base are talking to each other but something is preventing the dial tone to be heard.
Try the following troubleshooting steps:
1. Disconnect the AC adapter and reconnect it.
2. Disconnect the battery and reconnect it.
3. Place handset on base, let set for 5 seconds.
4. Replace phone cord with one that the you know for sure works.
5. Move entire phone to a different phone jack in a different location.
6. Press the volume control on the handset. As you press the volume button up and down listen for a hissing noise. If you hear this then the speaker is ok. If no noise is heard this could mean the handset speaker is defective and the phone will need to come in for repair because there is no audio.
7. Make sure RJ11 phone cord is not plugged into a splitter, fax, computer, remote answering machine, or caller ID box.
8. Try the phone in a different household.
9. If you have DSL internet service and the phone is connected to a DSL filter, try to put a new filter on the phone jack.
